3CDC a new non-profit group made of many of the Cincinnati's most influential business and community leaders was formed to spur and direct development in the heart of Cincinnati. In 2004 Ken Greenberg in association with Beyer Blinder Belle and HR&A of New York was asked to provide urban design oversight and direction in critical areas including the Banks redevelopment, the Banks Riverfront Park and the Over the Rhine District.
