Quartier Saint-Roch

The Quartier Saint-Roch, one of the oldest Quebec City neighbourhoods, was in decline, squeezed beneath the adjacent elevated highway and the steep slopes of the Upper Town. In the 1990's Ken Greenberg served as special advisor to the City and Mayor Jean-Paul L'Allier on plans for the renewal of this key area of the city. A series of strategic interventions occurred including the creation of the Jardin de Saint-Roch, a green oasis in its heart. A covered mall which had taken over the rue Saint-Joseph was removed, streets re-opened and strategic investments made in new and renovated buildings by Laval University for new facilities including the School of Visual Arts, new housing and new retail as the quartier has come back to life.
