Ken Greenberg and the Planning Partnership were asked to lead a team to prepare a Master Plan for the Liberty Village Business Improvement Area (BIA). This plan comes at a crucial point in the area’s history. Behind it lies a dynamic history as the industrial engine that helped build Toronto, a period of cultural fluorescence and, most recently, a decade long transition towards becoming one of the most dynamic and innovative economic hubs in Canada. Ahead of it lies even greater potential for growth and dynamism, but one which can only be realized by carefully negotiating complex opportunities and challenges. In embarking on the Master Planning process, the Liberty Village BIA has taken the important step of developing a tool that will help the BIA, businesses, landowners, residents, the City, and others navigate through this formative period. It is a tool that provides a carefully considered vision for what Liberty Village can become. It contains principles, guidelines and strategic recommendations for how all parties can contribute towards this vision and in doing so, realizing the true and full potential of the Liberty Village BIA, as well as the broader Liberty Village Neighbourhood and entire West of Downtown area. The elements of the plan emerged from a lengthy and collaborative process involving local stakeholders and an expert team of planners, designers, architects, engineers and economic analysts.
